FIFA says starting next week, players and officials found guilty of racist and discriminatory behaviour will be banned for a minimum of 10 matches - double the original penalty.
Meanwhile, a match will be forfeited by a team if their supporters are found to be guilty of racist abuse.
The clampdown follows several high profile incidents last season.
In December, Inter Milan was penalised after its supporters hurled racist abuse at a black Napoli player, while the Montenegro's FA was punished for similar behaviour during a match against England.
