Who gets one extra day's holiday for Raya?

Civil servants will be given a special holiday on Friday, July 8th if the first day of Hari Raya Aidilfitri falls on Wednesday, July 6th.
However, the Chief Secretary to the Govt says no such holiday will be given if Raya falls on Tuesday.
