It is illegal for Malaysians to get married in Saudi Arabia.

The Tourism and Culture Ministry says it has become a trend for M'sians to get hitched in Saudi, but they will find it hard to register their marriage back home.
It also urged pilgrims to stop following the new DIY Umrah trend, because that is illegal as well.
The ONLY non-Saudi Arabians allowed to have their marriage held in the country are permanent residents holding ‘Iqama’ cards.
